Boarding Officer – Guyana Revenue Authority

Job Purpose:

Effectively and efficiently monitor the Crude Oil Lifting process aboard the Floating Production Storage and Offloading (FPSO) Vessel, ensuring that the verification and adjustment of all documentation, including export declarations, are conducted appropriately in keeping with Guyana’s Oil and Gas Agreement and standards, policies, and regulations administered by the Guyana Revenue Authority.

Key Responsibilities

  • Ensuring that the production records of the Oil Vessels/Tankers, Charge and Stock Records are updated by the Production operations.
  • Updating and maintaining all lifting accounts in the Automated System for Customs Data (ASYCUDA) software within the appropriate time-line with details pertaining to the payments and sale for crude distributed by the Tankers/Vessels.
  • Supervising and examining, the release and loading of oil exports/tankers and vessels for lifting and issue release notes.
  • Managing Inventory aboard the FPSO ensuring that all warehouse procedures and policies are adhered to.
  • Conducting inspection of short landed / shortlisted cargo, intended for consumption, boarding the FPSO to ensure that they confirm to the appropriate requirements.
  • Justifying and confirming the arrival and departure of oil and gas related vessels entering and leaving Guyana’s boarders and ensure that the arrivals/departure are reported accordingly.
  • Monitoring production, off take and forecasts, and lifting of the oil to ensure that practices are in keeping with the relevant policies and standards, and the lifting plan.
  • Conducting gauging verification for storage vessels and casks by measuring crude contents for quantity and quality (i.e. meters calibration by Bureau of Standards).
  • Raise accounts for chargeable losses in crude with relation to re-warehousing / lifting requirements.
  • Performing agency functions as approved by the Comptroller and/or Commissioner-General on behalf of the Drug Enforcement and other bodies to ensure that flaws are identified and reported to the relevant bodies.
  • Preparing reports on the total movement or displacement of crude and present to the Relationship Manager.
  • Liaise with internal Units/Division and represents GRA with external stakeholders.
  • Any other related duties assigned.

Requirements

  • Diploma in Accountancy/ Public Management, or any other related field of study with two (2) years’ relevant experience in a similar field. The successful completion of the Customs Officer I/II/III Programme is a mandatory requirement for this post.
  • In-depth knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives of the Guyana Revenue Authority.
  • In-depth knowledge of the Customs Act 82:01, Excise Act 82:24, Weigh and Gauge Act 97:02, Petroleum Act, the Petroleum (Production) Act, Petroleum (Exploration and Production) Act and Maritime Zones Act.
  • In-depth knowledge of the Oil and Gas Sector and a thorough understanding of Guyana’s Oil and Gas Contract and the use of Oil and Gas equipment.
  • In-depth knowledge of the basic oil marker drivers and pricing mechanisms.
  • Training in Compressed Air Emergency Breathing System (CA-EBS) and Tropical Helicopter Underwater Escape (THUE)
  • In-depth knowledge of Occupational Safety and Health Procedures.
  • Ability to use PC Applications and the ASYCUDA Software.
  • Familiarity with FPSO operations and understanding the measurement process.
  • Ability to deal effectively with Taxpayers and to be team-oriented.
  • Strong analytical, persuasive, and judgmental skills.
  • Effective oral and written communication skills.
