Senior Manager – Guyana Revenue Authority

Job Purpose
Direct, coordinate, and evaluate the activities of the Security and Monitoring Units, ensuring that all physical and technological security measures across the Authority are adhered to and maintained.
Key Responsibilities
- Working collaboratively with the Head – Operational Support Services to manage the Operational Plan by segregating this into sections and unit work plans as a basis to achieve incremental outcomes on an annual basis to ultimately achieve the objectives and outcomes outlined in the plan.
- Providing monthly guidance to supervisors on the allocation of staff, the work processes to be used, and the outputs to be achieved.
- Defining in clear and specific terms the service standards to be achieved in each discrete area of service and sharing this specifically with each subordinate being managed.
- Modeling the core values of integrity, mutual respect, professionalism, accountability et al provide training and development activities to facilitate the inculcation of the right behaviours in all work managed within the section/unit.
- Drafting and seeking approval for the implementation of SOP’s covering every area of work process to deliver excellent service to all the relevant stakeholders.
- Conducting monthly risk analysis relating to staffing issues and design and implement remedial actions to mitigate those issues within the portfolio of accountabilities.
- Internalizing all of the change management initiatives expressed in the Operational Plan and agreeing with subordinates on how these will be activated and implemented during the performance period.
- Upgrading all operational practices, systems, and processes to assure the success of the change agenda as it relates to the Department.
- Providing detailed operational guidance and supervising the implementation of the change programmes.
- Conducting critical sessions with subordinates to identify a continuous change agenda and identify the architecture needed to make that agenda come alive.
- Overseeing the guard operations, physical security infrastructure, CCTV monitoring, access control, investigations, and enterprise-wide mitigation across the Authority, including the outstations and branches, to ensure the Organisation’s Security.
- Leading the design, enforcement, and auditing of the Authority’s Security Governance Framework to ensure standards are met.
- Directing guard deployment, perimeter management, access control systems, and visitor management throughout the Authority’s Branches and Service Locations to ensure all premises are protected at all times.
- Overseeing the centralised CCTV and control centre at all locations of the Authority, ensuring 24-hour monitoring and analytics of the Authority’s security systems.
- Managing all incidents and investigations resulting from Security breaches throughout the Authority, Branches, and Service locations, ensuring that the appropriate evidences are gathered, reports are prepared, and affected staff/taxpayers are apprised of the outcomes.
- Coordinating with the Information Technology Department, Facilities Management Unit, Legal Services, Audit, Customs and Tax Operations on security measures to be implemented, ensuring that all potential risks and solutions are identified to ensure protection of the Authority’s information.
- Spearheading major Security Projects throughout the Authority, including systems upgrades and infrastructure development to ensure the protection of the Authority’s information.
- Conducting field inspections, audits, and emergency responses throughout the Authority’s Branches and Service Locations.
- Approving the annual work programme of the Security and Monitoring Unit in consultation with management, ensuring it is implemented throughout the Unit.
- Overseeing the policy and management of all financial resources and the provision of support services.
- Representing the Security and Monitoring Unit to the Governing Board on the monthly expenditure (current and capital) of the Revenue Authority based on its budgeted/appropriated allocation
- Overseeing and approving the procurement of goods, works, and services to ensure compliance with laws and policies governing procurement
- Communicating with the Head-Operational Support Services Department on the performance of the Security and Monitoring Unit by submission of weekly and monthly status reports.
- Any other related duties assigned.
Requirements
- Bachelor’s Degree in Security Management, Criminal Justice, Information Technology, Public Management, or any other equivalent qualification with a minimum of five (5) years’ executive or managerial leadership experience within this field.
- Comprehensive knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan, and initiatives associated with the GRA.
- Comprehensive knowledge of the development and implementation of the Operational and financial plans and systems.
- Physical security architecture and planning expertise.
- Surveillance and analytics systems expertise.
- Analytical, persuasive, and negotiating skills.
- Incident command and crisis management skills.
- On call 27/7 for incidents requiring executive responses.
- Integrity, mutual respect, accountability, and professionalism
- Demonstrated leadership and managerial skills.
- Excellent team player with motivational and conflict resolution skills.
- Ability to focus strategically, organise, motivate, and resolve conflicts.
